Also i had a lot of problems locating varies buttons ..(Effects>Blur>Blur),(Effects>Artistic Effects>Sepia Filter),and (Effects>Sharpen>Sharpen). would there be other buttons i can use as a substitute since i couldnt find those???
and the last thing, how do you change the color of the background???

In 9 the Blur and Sharpen are in Adjust menu. The Sepia Toning can be found in Effects menu under Artistic effect.

Go to Adjust => Hue and Saturation => Colorize... just play with the Hue and Saturation sliders.

Whew, after 3 attempts, i finally got it! Am using PSP X and i think the tutorial is okay but a bit of clarification is needed for those who still finds difficulty in following it.
For Step 2:
- choose the Rectangle Tool to frame the desired part of the image (make sure that your foreground and background color on the palette are white)
- click on pick tool to rotate the frame.
all succeeding instructions are okay.
In Step 4, when you go click on selection, nothing noticeable will appear on your canvass so you might think there is something wrong;l but no worries, everything will turn out fine.
in playing with the background, you can try testing and applying the other Effects - 3D, Artistic, etc.
I chose one of the artistic effects there, and here is the outcome. So keep trying and good luck!

Very nicely done that turned out great. I love the theme and the background effects, it really makes it stand out.

Well, at first I'd like to say hello, I'm new on this forum
And I must admit i really like it - the tutorials are great, in fact the rest of site is really good as well. :]
I am new to the PSP, i got it yesterday, so i couldn't find some tolls, as rectangular - so i had few problems but after all i managed to do this ;]
Hope you like it.
I also would like to ask you, Richie Dumlao, how did you got the effect presented on this image?
http://http://www.pinoy7.com/psptutorials/7/thephotowithin/images/_img9.jpg
I mean... It's some kind of a orange
but it's connected with grey in middle parts of the picture. Could you explain this? Thanks in advance
Quite long message
Last but not least - greetings from Poland ;]
