Glowing Edges

 
3  Change Copied Layer blend mode to "Difference" (Layers > Properties).

Note: You may optionally adjust the Brightness/Contrast of the copied layer by pressing Shift+B

 
4  Add a new raster layer, (Layers > New Raster Layer).  New layer should be on top of the copied layer.  Floodfill current layer with neon green (html #00ff00).  Change current layer's blend mode to Color (Legacy).
