13 Convert all vector objects to raster layer objects (Layers>Convert to Raster Layer)

Set your foreground color to White and start drawing lines as shown below.  Once finished, click on Layers>Convert to Raster Layer.

 

 
14 Change the layer's blend mode to "Soft Light" (Layers>Properties)

Save your image in PSP format for future use.

Merge all layers (Layers>Merge>Merge All Layers)

Load the Wire selection (Selections>Load from Alpha Channel) and contract the wire selection by 2 (Selections>Modify>Contract)

Press [CTRL+C] and press [CTRL+E] to paste into a textured image.
