Tutorial is written for Paint Shop Pro 9.

1 Open an existing picture.

 

 
2  Apply Spherize filter (Effects > Geometric Effect > Spherize)
  • Strength = 100
  • Shape = Circle

Apply again the Spherize filter by pressing CTRL+Y
