Tutorial is written for Paint Shop Pro 9. The methods used are compatible with Paint Shop Pro 6, 7, 8 and X

| 1 Open an existing picture.
|
| 2 Decrease color depth to 2 colors (Image>Decrease Color Depth>2 Colors) and use the settings below. (Play around with the Palette component until you reach the desired effect. I used Grey values on this tutorial)

| 3 Increase Color Depth back to 16 Million colors (Image>Increase Color Depth>16 Million Colors).Then, apply Blur More filter (Adjust>Blur>Blur More).
