1 Make a 150 x 200, 16 million color document. You can set the background to "any" color.
Set your Foreground color to White and Background color to Black

2 Fill the new image with Linear Gradient by using the "Flood Fill Tool"
Settings I Used
Fill Style = Linear Gradient
Blend Mode = Normal
Paper Texture = None
Match Mode = None
Opacity = 100
Click on the Flood Fill Options Tab and follow the same settings as shown below

3 Click on Colors>Colorize and set Hue=30 Saturation = 80
Draw a "Rectangular Selection" in your image using the Selection Tool using the following settings:
Selection Type = Rectangle
Feather = 0
Anti-alias = NOT checked

4 While selection is still active, click on Image>Effects>Cutout
Settings I Used
Fill Interior Color = NOT checked
Shadow Color = Black
Opacity = 80
Blur = 5
Vertical and Horizontal Offset = 4
Then, click on Colorize>Adjust>Gamma Correction
Set RGB values to .68

5 Deselect Selection by pressing [CTRL+D]
Click on Layers>New>Ok
Again, draw a "Rectangular Selection" as shown using the same settings in Step 3
Fill the current active selection with "Linear Gradient Fill" using the same settings in Step 2

6 Click on Image>Effects>Inner Bevel
Set the Presets Value to "Soft Edge"
Click on Layers>Properties
Change Blend Mode value to Multiply
Duplicate the "Ring" by pressing [CTRL+C] then [CTRL+E]. If you made a mistake, just press [CTRL+Z] to undo

7 Click on Layers>Merge>Merge All
Now you're ready to add the text! I used a Haettenschweiler font on the example shown and then apply a Cutout Effect.
**TIP : It is better to save your image in JPEG format. Under the Save dialog box, click on Options and you can set the JPEG compression quality.
