1 Make a new 200 x 200, white background and 16 millions color image.
Set foreground color to White and background color to Black

2 Enter a text using the Text Tool
Settings I Used:
Font Name = Times New Roman
Size = 175
Create as = Floating
Antialias = Checked
Color = Black
Center the text. Save the text selection to Alpha Channel (Selections>Save to Alpha Channel) name the selection as "Text"
Deselect text selection by pressing [CTRL+D] |

3 Apply a Gaussian Blur filter (Image>Blur>Gaussian Blur) Radius = 3
Load the saved text selection (Selections>Load from Alpha Channel) |

4 Set foreground color to White and background color to Black
Using the Flood Fill Tool apply a sunburst gradient fill into your new selection
Flood Fill Settings:
Fill Style = Sunburst Gradient
Blend Mode = Normal
Paper Texture and Match Mode = None
Opacity = 100
Under the Flood Fill Options tab 
Gradient = Foreground-Background
Repeats = 0
Horizontal = 30
Vertical = 50 |

5 Apply a Mosaic Glass filter (Image>Effects>Mosaic Glass) using the settings below.

6 Click on Image>Edge>Enhance More
Apply Outer Bevel filter (Image>Effects>Outer Bevel) using the settings below:

Blend Mode = Overlay

7 Add a new layer (Layers>New Raster Layer)
Set Foreground color to Brown (R=111 G=88 B=63)
Apply Sunburst Gradient Fill using the same settings in Step 4
Click on Layers>Properties, set
Blend Mode = Overlay
