Requirements: Paint Shop Pro 5.0 -or- 6.02
Download an evaluation version psp602ev.exe 14.5MB
1 Make a 200 x 200, 16 million color document. I used a black background on this example. Set Foreground color to White.
2 Pick the "Spray" tool Spray.gif (914 bytes).

Use the following settings:

Texture = Medium bricks

Brush Tip Settings:
Size = 100
Hardness = 0
Step = 25
Opacity = 40
Density = 50

Spray the area of your new image.
3 Click on Image>Blur>Soften

then, click on Image>Other>Hot Wax Coating

4 Click on Colors>Colorize

Settings I used:

Hue = 20
Saturation = 90
